I wouldn’t say that ebay is a MFA site, but agree that it could be interpretated that they are doing their own little bit of arbitrage too.

Will Google stop this? Very doubtful methinks

It is a grey area, because could Ebay UK be constituted as an MFA site for part of its paid search activity.
